This is the list of problems that exist in the United States that need to be addressed. The depressed nature of our communities is a direct reflection of the failings of policies implemented over the last 20 years.

Over the last 25 years many communities in the United States have been testing hydrogen-based propulsion systems and delivery systems. This is because of the abundance of hydrogen. As time goes on, we will learn how to produce hydrogen even more and more efficiently thereby inexpensively. As long as hydrogen is more cost-effective then regular gasoline or oil driven economies, the use of our own hydrogen would eliminate most of the carbon from automotive uses and most carbon production by transportation. If we can use hydrogen instead of fuel oil we would reduce carbon production into the atmosphere in the neighborhood of 70%.

Until we actually are serious about the industrial level of production for hydrogen we will forever be doomed to follow the trend of fossil fuel.† The byproduct of a hydrogen economy is putting pure water into our environment. Gee whiz pure water in her environment. That can't be bad.

Regardless as to whether we are responsible for global warming we should be responsible for anything we might put into the environment.

My name is Arthur M Harris and I'm running for president of the United States I truly believe that now is the time to turn our economy into a hydrogen-based economy. Not only would we end our reliance on fossil fuels and foreign oil it will reduce carbon omissions and prepare us for the future.

A Hydrogen Economy

We may or may not have the responsibility for global warming,† but we do have to take responsibility on the things that we are pumping into our environment. We are vested in this planet and yet we are causing mass extinction to rival that of what happened to the dinosaurs. Because we tend to believe the Long-term needs of the planet are not as important as the short-term needs of the masses we have pushed our planet over the edge. We can't allow business as usual. .

Because of fertilizer runoff we have created literally thousands of dead zones in the ocean.† These are places where no sea life can live. Some dead zones are as large as a small state.

There's enough plastic in landfills and our oceans that we can remake plastic bottles and parts over and over again throughout the next two decades.† There is a pile of plastic waste in the Pacific Ocean as large as Texas. We have reduced the plankton in our oceans by 70%† over the last 20 years.† Unfortunately for us, most of the oxygen we breathe is from the ocean and this plankton.† We've been given the stewardship of this planet and because of our apathy we are doomed to extinction unless we act now.†† Now itís up to us to make it right.† This means new high-end jobs running the chemistry and neutralizing threats in every sea, lake or waterway.† High-end jobs bringing homeostasis to the life forms in on the land and sea.† Now we need to find a way to produce and utilize hydrogen in every facet of transportation and industry.. This will allow the men and women who have had jobs with fossil fuel companies to transition to the hydrogen industries we need to have in place right now. This means mining landfills to actively recycle and compost the rest† This is a call to put the 20 million folks who are unemployed and out of work and without hope to work. Because this is our world we, you and I are responsible for the well-being of each other and the well-being of our planet. ††

Actively Clean up the Environment

The federal tax code is beyond redemption. We should kill it and institute a flat tax. My flat-tax proposal calls for a 17% tax rate for all, with generous deductions for individuals and families ( a family of four would owe no federal income tax on their first $46,000). And thatís itóno tax on savings and no death tax. The federal corporate tax rate would be dropped to 17%, and capital investments would be expensed immediately. There are other worthy variations of the flat tax.

Letís not repeat the mistake of 1986 and pass a reform bill that runs hundreds of pages. Junk the federal income tax code and start over!

Several countries have declared war on the United States.† We have been under attack for several years now starting with the World Trade Center. Because of these facts not only do we have to close our border but we need to enforce this closure with our military. To this point we have had a relatively open border.

Coupled with the new immigration policy and our desire to keep Americans safe and secure we need to go to war at our borders. That means we need to use the Armed Forces along with the existing border administration. To ensure that no one enters our country without the expressed consent of our country.

A wall can be knocked over, climbed over, or tunneled under.† Without additional security personnel a wall is virtually meaningless. We need to secure our borders using technology and boots on the ground. Until we can secure our country from those who would do us harm there is no security.

We need to ramp up our military, outfit them with the finest technology, and place clinics in every hospital to help our citizens and our troops. We need to be sure that those who say they are with us are not against us.

We need to enlist the support of the private sector and those who are Internet providers assist homeland security to discover the location of those who would do harm to us without curtailing freedom of speech..

Many of those who are in politics believe that we need to create a huge wall to separate our country with a different country. In this candidateís mind he feels he is not sure whether these walls are designed to keep specific persons out of this country or to keep people in this country

According to the National Alliance to End Homelessness more than 564,000 people are homeless on any given night in the United States.† Over 206,000 of them are families. 47,000 of these homeless are veterans. 17% of the homeless population chronically homeless.

It is this candidateís belief that more than 80% of this homeless population will become people with housing if they had consistent good paying jobs. The other 20% may actually have medical issues that are not being treated.† By having access to medical care most of this group would be able to live a good life in their own home.. 2% of the chronically homeless are those who even with medication might require hospitalization. And would be filtered through the medical system and brought into a facility. In the rare case where individuals are intentionally living off the grid when they choose to come in out of the cold, will be there and ready to help.

Control our Borders

A definitive count of the number of illegal aliens living in the United States is difficult to obtain. For obvious reasons, those who are in the country illegally are reluctant to come forward to be identified and counted. However, demographers have come up with ways to estimate the size of the illegal alien population. The Department of Homeland Security estimated that 11.4 million illegal aliens were living in the United States in 2012 (DHS, March 2013). Pew Research Center estimated that the illegal alien population in 2014 was 11.3 million (Pew, July 2015)

Within the first 90 days of this presidency all illegal aliens will have an opportunity to be registered.† After the first 90 days all those who have not been registered will be required to leave for at least one year before they will be readmitted. If you are an illegal alien and you have not registered and you have not left the United States on your own volition you will be remanded in the custody of the immigration services.† These persons will remain in exile never to be readmitted into the United States except under special circumstances.†

All those who have been in the United States legallyand have been registered over the last decade or longer will be allowed to move forward with their pursuit of citizenship.

Within the first year of this administration the border will be patrolled by the military deploying all the military surveillance equipment including drones, satellites and armed militia to retain the borders..All those attempting to enter the United States illegally at that point will be seen as an enemy of the state†

All-new aliens requesting admittance into the United States will first go through a extensive background check..if there is not enough information to complete a background check they will be monitored within the first year using the same criteria as house arrest. If these persons violate the criteria of their admission they will be summarily ejected and not allowed to return for five years .

A March 13th 2014 article in the Economist stated that the Prison Policy Initiative a criminal-justice research and advocacy group, released a report and chart that draws on various data sources to present a fuller picture of precisely who is behind bars, and for what reason. It's not happy reading. PPI reckons the United States has roughly 2.4m people locked up, with most of those (1.36m) in state prisons. That number is actually 1-7 adults. America locks up too many people for too many things.

The number of federal laws has risen from 3,000 in the early 1980s to over 4,450 by 2008. Many of these have poor intent requirements, meaning people are being locked up not to keep the rest of society safe, but for technical violations of laws they may not have known existed. This overreliance on imprisonment can be seen most starkly, and sadly, by looking at the juvenile population, which is just under 71,000 nationally. Around 11,600 are imprisoned for "technical violations" of their probation or parole terms, rather than because they committed a new crime. In 11 states such juvenile prisoners outnumber those in for crimes against other people. In only one state (Massachusetts) did juveniles imprisoned for crimes committed against people comprise a majority of juvenile prisoners.† Around 3,000 are locked up for things that aren't crimes for adults, "such as running away, truancy and incorrigibility." Incarcerated children are less likely to graduate high-school and more likely to spend time in prison as adults.† If America is interested in reducing its prison population, locking up fewer juveniles for silly reasons would be a good place to start.† Who knows what brilliant minds are wasted and atrophy.†

The primary reason people are repeat offenders is there are few or no legal real jobs that would offer a reasonable income.† What do they have to lose?† At least in prison they have an environment that seems to be easier to understand.† With no need to get rent, food or clothing and little need to explain why they canít succeed out of the system it becomes obvious why there are repeat offenders.

As president of the United States I would release all prisoners that are convicted of a nonviolent crime into a house arrest training and work program through the revamped WPA.He would pardon all prisoners who are convicted of nonviolent marijuana related crimes.† Everyone needs to be an important part of the community.† Everyone has great value.† Everyone needs to be vested in the system.

Prison reform

We need to address the vast waste, fraud, and abuse of the current Medicaid system and incorporate Medicaid into the Public Health Service. Those insurers who contract with the US government to provide Medicaid to patients should use their funds to hire salaried physicians and dentists (as the military and VA do) to run public health clinics throughout the country. In this way the Medicaid patients will be far better served without the waste and all low-income patients can receive care.

These clinics may initially receive staffing from military medical staff when the clinic is near a military installation.

Every American adult needs to be able to work. Not having enough money breeds depression and despair. Desperation leads to crime, homelessness and hopelessness. Working in a meaningful job† gives purpose.  Some politicians and statisticians say that only 5% of the US population is unemployed. But these misleading figures only represent those who are currently taking unemployment benefits.† In reality 20 million more Americans are not counted by this statistic because they no longer get (or never got) unemployment benefits and have given up looking for work.

By reinstituting the WPA (the Work Progress Administration used by President Roosevelt during the depression) we can provide work for 100% of Americans who want to work and reap the financial and other† benefits of the public projects completed by WPA workers.

Without health insurance, getting medical care is nearly too complex and very expensive for many Americans. The goal of the Affordable Care Act (Obama-care) was to expand access to Medicaid (state-paid insurance for low-income people) to many people who had no prior health insurance. However, in spite of this goal, 12% of Americans still do not have any insurance for healthcare.

The United States is a country of diversity with many great minds whose advanced thinking has propelled us to the stars.  Everything from the light bulb, television, the airplane, the atomic bomb, and integrated circuits, these Americans inventors came from varied walks of life and other countries.

Nowadays many Americans can't afford higher education so they end up in menial, unfulfilling jobs. These jobs will one day be jobs held by computers and robots, just like most gas stations where the service attendant has been replaced by a computer. 

Higher education or advanced vocational skills, need to be available to every American without cost at the state level.

Payback can occur either through a certain time commitment working in a public service setting, such as a two-year tour of duty with the military or weekends at some other public service facility In this way, the students will gain experience in their field as well as pay back the cost of their education

In this way, we can continue to be the envy of other nations and prepared for the future.
